Bottom line is that you want to choose an f-stop that meets the needs of your subject and no more. Does everything need to be shot at f/16 for depth of field? If you shoot everything at f/16 then the flash is outputting all its power meaning it takes longer to recycle and eats your batteries faster.

If you are photographing a moving subject and want photos as the subject passes by, you need to have your flash and cameras exposure combination set to allow rapid recycle time so this means as fast a shutter speed as the camera is capable and an accompanying aperture that is as wide as possible. This allows flash output to be shorter allowing faster recycle times.
